Does my Tiger Oscar have HITH? (Hole in the head)?

My oscar has some odd things forming around his head. They seem to be small dots forming around his head in a line, they're also near his mouth in a line. They seem to look like pinholes. I've looked up on how to clear it and such and I don't why he'd have it.... He's fead two types of pellet food. Hikari Gold Medium and Aqueon Cichlid pellets. The water temp before was 75F. I've put in a heater now and raised the temperature to 89F and did a 60% water change this week and vaccumed the gravel. They're doing their normal routine as usual but only one seems to have this problem near his head. Please help i'd like to know what's going wrong with my baby :(
