I need advice on pin hole leaks in my relatively new house.?

My house was built in 1999 and is 3800 sq feet. Has 4.5 baths. I have been having a few pinhole leaks in the basement over the past few years. Two different plumbers have commented on "corrosion" effect on my "red copper pipes". They feel that I may have to have the whole house re-plumbed within a few years. DOES THIS MAKE SENSE TO ANYONE. My house is a very nice, large house that is only 11-12 years old. I am being told that builders are not responsible because this "cheap" copper piping was build to code. Is it common to have to replumb entire houses that are only 11 years old???? thanks for any advice or input.
